1. A speech inscribed in the impetus of mobilization and responsibility:

- The speech emphasizes the values ​​that must mark this stage, namely a vigilant mobilization, a reinforced confidence and an implication of all the living forces.

2. A legislative year conducive to action and efficiency:

- Parliament's opening speech highlights the peculiarity of this legislative year: it intervenes mid-parliamentary mandate, far enough away from the time of the elections and their stakes and tensions;
