1 / The AESF and the AES challenge the Ministers on associative work

Retroacts: on April 23, the Constitutional Court annulled the law of July 18, 2018 relating to "associative work". A bill to "save" the system which will end on December 31st was then tabled in the House. Recently, the Council of State gave a very negative opinion on this project. Today, the AESF and AES are very concerned about the future of this system for the sports sector, which represents more than 70% of users of it. We informed Prime Minister Alexander De Croo as well as Ministers Frank Vandenbroucke in charge of Social Affairs, Vincent Van Peteghem, Deputy Prime Minister and Minister of Finance and Pierre-Yves Dermagne Deputy Prime Minister and Minister of Economy and Labor. In addition to the imminent end of the system, we also reminded them that the Federal Government's agreement of September 30 provides (on page 42) that: In consultation with the sectors concerned, we will introduce a new regulation on associative work , which will come into force on January 1, 2021. We will take into account the observations made by the Constitutional Court in its judgment of April 23, 2020. Our Flemish colleagues from the VSF have also questioned the Ministers concerned and Minister Valérie Glatigny is kept informed of our steps.

3 / Swimming pools and school activities Although circular n ° 7817 from Minister Caroline Désir, Minister of Education, authorizes the resumption of swimming lessons from November 16 for students of primary education (p. 7 of the document: See the document), Madam Minister of Sports Valérie Glatigny specifies (through her protocol) that the ministerial decree of November 1, 2020 amending the ministerial decree of October 28, 2020 on emergency measures to limit the spread of the COVID-19 coronavirus is closing swimming pools, including for school activities. The swimming pools are therefore well and truly completely closed; whether for clubs, schools or free practice of swimming. Currently this measure is scheduled until December 13. For secondary education, the measures are clear (even if they may raise questions about the place of sport in education) since circular n ° 7816 indicates that physical education classes are suspended and can be replaced by educational activities (See document). For schools, there is only one exemption, students regularly enrolled in a Haute École or a University as part of a course comprising credits linked to sports practice can have access to swimming pools as part of the authorization provided for practical work.

4 / Improve your child protection policy! A Sports Federation and a Sports Club will have the chance to benefit from a pilot project free of charge! As part of the PARCS project (For Recreational Activities in a Safe Framework), coordinated by Dei Belgium and of which the AISF is part of the support committee, we are looking for two voluntary sports structures (a federation and a club) to obtain free support in setting up / improving its child protection policy. Concretely, this means a process of 2 to 6 months where you work with a partner of the PARCS project as well as a specialized speaker in order to obtain a clear document, which is adapted to your needs and your capacities, and which you ensures better protection of all children within your structure. This process is all the more interesting as it could become a legal obligation in the coming years. This process would start early next year depending on the measures related to Covid.
